In a word, YES. They will, from time to time, burrow in just the right spot that it causes the rock to shift and they can not only get stuck but can crush themselves underneath it.
What I do, when I am considering having burrowing wrasses in the tank, is to place the base rock on the bottom of the tank first then put in my substrate so that the rock is secure and can not move and the fish can only burrow where the rock isn't present.
