I have had my filter up and running since november of 2010 when i cycled my tank . When is a proper time to clean it and how ?

When ur water flow starts slowing down? And just was then in old aquarium water! Never use tap water! And don't replace ur media until they fall apart! (carbon is a different story, carbon needs to be changed every month or so) And when u do replace ur media dont replace them all at once! Coz it may result in mini cycles!
