Flame angel

How do I get a fussy flame angel to eat ,looks like he wants to eat but is to busy hiding from me,also not much algae on rocks

Some vitamin fortified brine or Mysis shrimp. Brine shrimp has no actual value but they gut feed these brine with vitamins and vegetable matter. I`m sure that will get him.

Also, if this is a new addition, using things like garlic aside, just walk away from the tank and observe from a distance. Happens all the time in my tank as it is beside the entry way from the living room into the kitchen. It takes a lot of staying on the other side of the room to make sure everyone is eating when there is a new addition.
