Skimmer question

So I have this skimmer and its been going for a month and nothing in the top at all. I'm pretty sure it's set up wrong. How do I properly set it?

Adjust the air valve enough to get enough bubbles that create foam...ur collection cup should be sitting right where all your foam is forming. kinda hard to explain...sorry
