Air pump

I have a 110 gallon tank with a 60 gallon air pump. I'm asking this question because I noticed one my fish looks like they are gasping for air. I've had the tank for three weeks now use a canister filter system. My question is, do I need to upgrade my air pump. My local pet shop told me the filtering water coming out on the top of the water would make enough oxygen. I now have about 13 fish in my tank now. two dojos, one coy, two Calico, 8 goldfish.
