Cycling tank for 5 weeks so far. Moved and lost a few fish, changed ornaments and everything including new filter, still have nitrates nitrites and ammonia. Doing 10 to 15 percent water changes every other day but not sure when to clean filter during cycling

I'm assuming your doing a fish in cycle, right? If so you want to leave the tank decor and filter alone while its trying to build up bacteria that it needs to convert ammonia to nitrite then to nitrates. If the filter gets so dirty the water almost can't come out of it all you need to do is wash it in a bucket after doing a water change. Just shake it around in the water that will clean it but save your bacteria. When cycling you may need to do bigger and more often water changes
