enough filtration?

Are two aqua tech 30-60 filters adequate for a 55gal african cichlid aquarium with 8 africans and a pictus cat?

Judging by the AquaTech 15 I had on my 10g, I would say no. The Aquatech's don't seem to have enough turnover. I think an AquaClear 110 would work for you though.

I would agree or a fluval 305 or 405 if your budget would allow
