Light is blinking!

The flourescent bulb over my aquarium is blinking intermittently. Any idea why? I wonder if it's the ballast that's going out.

In my experience of it was a ballast you would get some type of electrical odor. Are the sides of the bulb dark in color or even black? Might just need a new bulb. Does it flicker? I'm gonna say bulb.

EDIT:
Have you checked to makes sure its in correctly? Make sure it clicks when your turn it. Just another thought.

"In trigger start fixtures that use one ballast to power two 20 watt tubes, sometimes both tubes will blink or intermittently dim. Replacing either tube with a known good tube may fail to fix this. The tubes may continue blinking or intermittently dimming until both are replaced with brand new tubes. This sometimes indicates borderline low line voltage ("brownout", etc.), nonideal temperatures, or a borderline (probably cheaply designed) ballast."
