Need help with sick betta

Hello I’m brand new to this site , I made an account for the sole purpose of finding out a way to help my sick betta and correctly diagnose him , so for starters I had to move his tank to the living room (which I am hardly in , besides to feed him) Yesterday I went to do his water change and noticed he had a moderate sized white lump on the top of his head . Information on him ; I feed him BettaMin pellets twice every 24 hours , he’s in a 2.3 gallon (not the best I know :\) , he has a filter that came with the tank and his water is definitely conditioned . his ph , no2 , no3 and etc are all fine , I just can’t seem to self diagnose him confidently. I don’t think it’s Ick because I have an Oscar fish named ick because when I got him he had ick , and I treated him with ick guard ( buying him was basically a rescue mission purposely) I know I’m going on and on but could Anyone please offer solutions or possible causes .

I have also got a 2.5 gallon shrimp tank and realise just how small they are.
Can you tell us the level of no3 or nitrates in the tank please?
I can’t see much of anything in the picture.
How much and how often do you change water in the tank?
Do you know the temperature of the water? Do you have a heater?
If we can’t get a better picture of his head would you say the white spot is fluffy ?
 
Thank you for answering so quickly , and he just got that tank a couple weeks ago so this is his first water change in this tank , he did have a heater just yesterday when I did his water change I removed it , because I moved him back to my room so I can keep an eye on him , (I have two 75 gal. Tanks , and a 29 gal , the 75 gallons With two heaters in it each ,, so it’s pretty hot in here , I didn’t want to over heat his tank )
Just used the master kit and his nitrates are a 0 , his tank is at possibly 85 degrees . And the spot does look kind of fuzzy ( I tried getting a good picture of him out of all 3 of my betta he hides the most so it’s hard to get a picture of him , thanks again though :) his p.h is at 6.0 I’m assuming that’s too low please let me know .
