New 10 gallon saltwater aquarium need HELP!

Hello everyone, my name is Holly and I'm wanting to create a good life for the fish I get...today I put water in my tank and plugged in the filter...no lights and I think the filter may need to be upgraded...I need to know what the first thing I need to buy is? Sand? Idk HELP!!! Please thanks
