saltwater sump stumped

Hi all! I am trying to put a 29/30sump tank together that I got from someone getting out of the hobby, so I think I have all the parts I need...

I don't have a clue what I am doing, I am just putting parts together until they fit, any help would be wonderful!

I started a thread in "getting Started" hoping to get some views!

Here's a question: I have two skimmers to choose from both are in-sump not HOB:

which is better:
Coralife Super Skimmer 33000 65gallon

or

Reef Octopus 110-6520 (doesn't say the flow rating, they look about the same size but this one is shorter and fatter)

Go with the reef octopus 110 it is rated for aquariums up to 100gallons and bigger is better.

Is it okay to fill the rocks in the area I use for the skimmer? How full, I have as much LR as I need more than 100lbs about 20-30lbs is ugly base that has been curing for weeks. The rest is quite beautiful branch rock and coral bits from a tank a friend is tearing down. I hope my cycle will be nearly instant with a few chromis I am getting with the LR..

Do you know if it is supposed to sit on the bottom of my sump like this:
