1400 gph enough for 220g

I am in the planning/building process of a 220g fowlr setup (maybe some corals later). My question is: the tank I am planning on purchasing comes with two overflows. Each 1" bulkhead is rated at 700 gph for a total of 1400 gph, is this a high enough turnover rate for the tank?

I don't know how accurate the rating is on the bulkheads, but even if I drilled bigger bulkheads every return pump I have seen has a return line of 1" which would defeat the purpose of a bigger bulk head.

Any comments are welcome as I am trying to wrap my head around this and want to get this part figured out before too many expensive purchases or drilled glass.

What about if corals are added, will that still be enought flow?
 
Thats why I couldnt wrap my head around it, I forgot to add the powerheads to the overall turnover rate of the tank......thanks
