dying ballasts

just wanted to get a list of symptoms together as I think the ballast in my 49" coralife dual T5HO fixture seems as though it might be on it's last legs, the symptoms I've been having are a very dim start up and gradually warming up to "full" intensity. I already tried swapping out bulbs and that seemed to help at first but within a month or so same old bleh, I don't really mind too much as I believe I've been hooked on the idea of switching to led flood lights but if anyone has any ideas that keep me from spending money I'd love to hear them,thanx
