Dying bulb?

I have 2 bulbs in a 130w 24" odyssea light, and it seems that the actinic bulb only turns on if I turn the light off then on. It usually doesn't turn on with the timer, and I've switched the bulbs and the actinic still doesn't work, so I think this rules out a bad light, so that means bad bulb?
