Flow rate ?

First of all,thank you guys so much for your helpful advice on this site. We've always been able to find a comfortable solution from all the imformation available here. Our question is can we add an HOB tetra 10i to a 28g bowfront already running a marineland 150 biowheel without making the flowrate too high for the following stock:

6 peppered corys
13- neon tetras
2- german blue rams (juvies)

I currently have a penguin150 for my 10 gallon tank with neon tetras, and the original output flow is way too much for my tetras.

What I did is put some java moss between the cover of bio-wheel and area where water comes out to limit the flow and that seems to work perfectly.

I am not sure how an HOB tetra 10i looks like, but I am sure there is some way to slow down the flow.
