has anyone used Electrolysis co2

this is currently on ebay and was wondering if anyone has heard of or used them.

CO2 SYSTEMS A-192 THE CO2 SYSTEM WORKS BY CONVERTING WATER WITHIN THE AQUARIUM INTO HYDROGEN AND OXYGEN BY A PROCESS KNOWN AS ELECTROLYSIS. THE HYDROGEN RISES UP AND THE OXYGEN COMBINES WITH THE CARBON OF THE CARBON PLATE IN THE ELECTRODE UNIT,FORMING CARBON DIOXIDE. THE CARBON DIOXIDE THEN SUBSEQUENTLY DISSOLVES IN THE AQUARIUM WATER.
