Ok my next step is to build a home made sump/refugium with a 20 gallon tank.

Would this design work?

Yes, that will work fine. The only thing you may want to change is where the baffles are. If you set them up after the skimmer, you will have the skimmer always in the same water depth and you will have more of an area where the water level drops from evaporation.

so i am better off installing baffles after I i put the sump ?
 
okay so this is my refised sump plan. I put the bubble trap baffles on the protein skimmer side and the return chamber will fill from the bottom to reduce water noise unlike if the chamber were to fill from the top down.

I also left myself some room not making the baffles too high from bottom to top keeping the water lever at half of tanks hight in case of power outage and the sump were to fill up with a water until the syphon stops.

any last suggestions? I bought my acrylic, I plan to start on this as soon as someone gives me the okay on design.
