I think they are a great idea! The only thing that would be better would be a higher Kelvin rating. If you only have low light plants I would say go for it! They will (supposedly) last longer than normal bulbs.
I am sorry that I don't have any experience with them, although I do know that my dads work has bulbs similar to that in all of their florescent light fixtures, they see to work good. Hopefully someone will chime in with some first hand experience...
