How low is too low as far as light bulb wattage for an aquarium? I plan on using 2 clip-on lamps and light bulbs.

Depends on tank depth. I've used a bulb for several years (something like a T8 or worse) and plants grew fine in a shallow tank. Very little algae except on the side getting sunlight.
Fast forward to todays tank at 2.5ft deep and it uses a quad-t5ho with also a medium-quality strip LED light to get anything to grow.
Red light falls off rapidly with depth, blue light still penetrates well.
