low tech lights - reflecting and timer

I have a 10g FW with low-light plants. The lights are 2x 10W CF's.

Do I need the plastic that goes over the bulbs? It was on there originally w/ 2 incandescent lights.
The bulbs get pretty wet from condensation. Is that ok?
Is the metal piece behind the bulbs enough reflectivity for my tank?

What type/brand/kind of timer do you recommend for the lights? What all do I need to hook one up?
 
I would suggest you replace the cover, otherwise you will have issues with rust, possibly. I can't help on your FW questions, but I bought a digital timer from wal mart, for about $15, get one that has a battery in it.
 
The cover as in the hood or the plastic cover? Both the plastic cover over the bulbs and the metal piece behind the bulbs can be removed.
