new tank but bad glass

hi i just got a used 40g tank and its a little ruff. theres a few big white spots in the back that i got mostly off with vinegar but there is still some there its all ruff idk hhow to get it off and the glass on the tank is cloudy. i tryed washeing it but when its wet its clear and then it drys and looks bad any way to fix this and make it look new?

Try wetting the glass then scraping with a razor blade.
