Opinions on PC bulb replacements

I had a bout with hair algae, but it was PO4 problems. Finally got the PO4 under control and the tank looks great - - except for lower in the tank. Hair algae is beginning to grow on the sand and rocks in the lower part of the tank only. I'm thinking it might be the bulbs?

So, I've read all kinds of theories regarding replacing PC bulbs.

I've had mine running for 7 months now 4x65 (2 10k, 2 Actinic) on a 30" tall tank. I've read to replace them every 6 months, every 12 months, even that they'll last until the burn out.

Anyone have any opinions about PC bulb replacement in general and/or my specific situation? I'm assuming I may have to replace more frequently since my tank is tall.
