Overkill filter and lights

Ok I have got a 20g tank with a Bio-wheel filter. Can I upgrade to a Filstar Canister Filter XP1, with a turn over rate of 12.5 times per hour? This is becasue on Boxing Day it will be dead cheep. I aslo have a 10g which needs a filter so I may put the Bio-wheel on that.

My 20g may soon also become a low light planted tank. The problem is that the light in the hood is only 18w. By the WPG rule I have .9WPG. Is this good enough or should I upgrade to 30w?

The filter should be just fine.....I have 20x and 25x turnover on a few of my tanks.

It's hard to have too much filtration, if the fish don't mind the current...

As a test I tried 140x overfiltration on my 3g tank. Even then there wasn't a big current problem. But normally 5x to 10x is plenty...
