Penguin power filter 350

I got a brand new filter for my new set up and I can't seem to get it to pump water. I spent hours trying to get it to work. Anyone else have this issue with this brand? It sounds like it's trying to work but nothing comes out. I've tried putting more water in the top 20 times. Tried pulling the intake tube up and down like I've read online. Nothing works. It doesn't even feel like it's sucking anything when I put my hand near the intake.

I don't have one, but I guess all manufacturers are about the same. Can you get to the impeller? Maybe take it off if you can't see and check that the impeller is actually spinning

Along with what @charliebankston said, if the impeller is fully seated down and it is not pulling any water, it is defective. Simple return it and get another.
