Phoenix 14k 150w metal halide bulbs question

So I have a 29 biocube hqi. I still have the hqi light with the 150w hqi ballast. I just bought one of the Phoenix bulbs to replace the stock bulb and the new bulb is not bright at all, it's almost off just a slight hint of blue coming from it, so I know there is power go through it. It has been on for about 10 minutes now and still not getting Any brighter. Anyone have any ideas?
