Problem or normal?? Marina Power Filter Slim S15

My 7yr old daughter has just set up her first aquarium using a complete starter kit, the filter provided is a Marina Power Filter Slim S15. It clips/hangs onto the outside of the tank. I'm just a bit puzzled as it seems to vibrate massively even if the flow rate is reduced to the point that all the tank sides seem to gently vibrate. You can here a very low but continuous buzz even in the room directly below the room that the tank is kept in. I've always used an external filtration system before so i'm not familiar with this quick & easy system. Just wandering if this is normal??. The tank is only 2 days old so there's not any fish in it yet. Any thoughts?
