I am starting my first sw tank and have made my last batch of DIY live rock. ( I hope). The rock is going to be my primary filtration. It I would like to add a protein skimmer. Should I use a HOB, in tank or pursue another option? Are there particular brands or models to avoid? The tank is 29g and there will be a minimum of 60 lbs of rock.

With regular water changes, i doubt you'll need a skimmer on a 29g tank. If you still want one, i'd get an in-sump skimmer if you can. Much better than a hob.

Limited on space so no sump. I plan perform weekly wc on my freshwater so I plan on weekly for the sw too. I'm not married to the idea of a protein skimmer, just thought it might help.

You'd be fine without one to be honest. If you end up having a large bioload or tend to overfeed, you can always get one then.
