Question about Sicce Shark-Adv filter

Hi all,
Complete aquarium newbie here, no doubt about to reveal my utter cluelessness!

I've just got a 50x30x30cm aquarium (not sure what the capacity is...45 litres perhaps?). I bought a Sicce SharkAdv filter which I suspect is rather overenthusiastic for the tank. However, that's not my question. The instructions that come with the filter are really sketchy, and it doesn't say anywhere whether the filter should be fully submerged (including power cord). There is also no clear illustration of the filter at work, so I can't take any cues from that.

Does anyone know whether this kind of filter should be completely under the water?

I'm not sure if that is available in the US, but Sicce is a high quality name brand.
Here's the instruction manual I found on Sicce's site. It shows how it get placed in the tank. Looks like it gets totally submerged.
