Setting Up a Sponge Filter?

I just set up a new sponge filter but I feel like I did it wrong. The filter has a large blue tube that you stick the tube from the air pump into. The bubbles are coming out the top of the tube. Is that supposed to happen or did I just do it wrong?

That's how u set them up. The bubbles rising through the tube pull water in through the sponge
