Skimmer question.

Hey guys. My tank has been cycling for a few weeks now. I had a few problems with the sump and wet/dry, but I got that sorted out. Now, my question is about my skimmer. The water level at the neck of the skimmer is about 3 inches away from the very top. Plus, it is barely making any foam. All I have in there now is a few Damsels. So do you think it isnt making foam because they are a light load? Thanks!

Probably because of light load. Why are the damsels in there during the cycle :x

LOL! Sorry I forgot to mention that. I used the wrong amount of drops for the Nitrite test, and it was zero. So I went to go get some hardy fish (damsels). I got home, and a few days later I checked the levels and the Nitrite was up. And then I realized I didnt put enough drop in! I did do the shrimp cucling though FYI.
