Water flow through UV filter

I just purchased a 9watt Coralife 3x UV filter. I bought a small pump to circulate through it. I am getting some bubbles coming out of it. I checked the flow rate through it and I am getting about 41gph at the end of my outlet hose. Now, the bubbles don't bother me and aren't really hurting anything. Is this flow too slow (is that possible?) or is the slower the better? If it is in the chamber longer then theoretically it is cleaning the water better. Coralife recommends 54gph for optimal parasite cleaning.
 
I think the flow rate is a little slow but I also think the wattage is to small. I think you should have gotten a 15 watt for that size tank. Also for the uv to be effective all the water should flow through the uv so by having a separate pump only some of the water is going through the uv therefore the kill rate is lessened.
 
How am I supposed to run all the water through it? I have a mag 7 return pump.
