Where to get a good tank

Ok so this is a two part question.
I am looking to get a bigger tank without breaking the bank. Does anyone know where to look for good prices on new/used tanks?

And i need to buy an air pump for my tank, whats the best one out there? ie quietest lol.

There are a lot of options for air pumps, if it's just for one tank then I'd just go with a cheap one, you can always modify it a little to make it quiet if necessary, putting a towel under them works wonders, or hanging them from something.
