CO2 rate question

Trying to get my CO2 tuned on my 36g planted tank.

Currently running about 5 bubbles per second through my CO2art regulator. Switches on 2hrs before the lights come on. I have an ApexEL measuring the pH. It switches off when pH reaches 6.4. dKH is 3. During the night the tank seems to stabilize at around 6.9. The graph is attached. I am surprised that with such a high bubble rate the pH rises so slowly. Perhaps my delivery is poor? I have an online diffuser ordered.

Also, when should it reach its peak and is 6.4 a good target?
