It looks like either the long-nosed loach or the horsehead loach.
1.
Acantopsis octoactinotos — Loaches Online
2.
Acantopsis choirorhynchus — Loaches Online
Does it burrow deep in the sand? If so it is #2. If it doesn't go completely under the sand then it is probably #1.
