Black neon tetra fry

I've found black neon tetra fry in my 20 gallon tank 4-5 days ago. I checked if they were still there last night and they grew a little bit and are swimming above the gravel. How would I separate them safely with out harming them? They hide in the rocks during the day but you could see them out at night.

Siphon them out with a small diameter tube or turkey baster.
