How to build a hill

Since the MTS shouldn't be more than 1" thick and the topping 2", how do you build a hill?

I want to have one side of the 75 gallon tank with about a 5-6" hill, sloping down to the other side.

Also, does it matter is you use gravel or sand for the topping?
