Is my acei holding?

I have an acei that is about 2 inches,she has an sack under her throat and looks like she is always chewing,could she be holding?she also is not eating and staying to herself. Will have pics up soon. Also,I thought she was to young to be holding,but I have all the facts that states that she is.....
