Small shelf system for fry.

My main room is pretty well maxed out on tanks atm lol. So im expanding over into my computer/cirtter / bird room . I have a sturdy shelf system i would like to put 4 tanks on . a 5 gallon at the bottom . 3 other roughly 1 gallon tanks.

Now the problem is i dont want to pay 10 bucks a heater , for mini small ones. I would like to sort of use the 5 at the bottom for a sump of sorts and send the water to the top and siphon its way back down , controling the flow with 1 way valves and air lines. Each tank and individual lighting . What type of hardware would i need to make this happen ? Thanks guys , Ill upload a picture in a sec.

Pretty dark in here but here goes. Looks kind of scrubby with the tape on the sides... Had it to hold the glass shut while transporting lol.
