First off this is in the wrong section, it's in breeding and should be in getting started. It really depends on how long till you add fish. People on this site suggest buying a API master test kit. When your levels look like this : ammonia: 0 nitrites:0. Nitrates: 0-20 , then you can add fish

What size tank? . Anyways guppies and angelfish may not work. You could try platies and angelfish though
 
Yes. Very mature fish. They get along together very well and have no drama!
