Problem with chat.......

Was wondering why I can't get into chat.. I get "Your IP has been blacklisted" What the heck is that all about? Theres no reason for that.. Anyone else have this problem or have ever had this problem? And how does it get fixed?

Whelp.. I finally got in.. But it was strange..
