Light trouble shooting

I was given a free 55G set-up. I replaced the bulb once, and it is not working after two months. How can I make sure it is the bulb and not the ballast this time. It is a CF bulb and has no discoloration. I have very little money in my set-up and would like to keep it that way for now.

You could test for voltage.
How old is the bulb that's in there now?
What brand of bulb?
How old is the unit and who makes it?
