Neon Tetra and Cherry Barb are a little small for when you have full sized Angels, you could maybe replace them with a bigger type of fish like Melon Barbs or 5 Banded Barbs which are cool looking...

I'd say return 5 and get 2 more panda platies. Tiger Barbs do get kind of big and thick for a smaller fish although it will take a while and they would be fine for now it's probably best to rehome...

I have had the tank set up for like 2 and a half...

I have had the tank set up for like 2 and a half years and all the other fish are fine. Its still doing it today and still otherwise fine. Definetly seems to be something wrong with its brain.
