I use a Milwaukee SMS120 PH monitor. I really like it because i can test the PH in my CA reactor and tank very quickly. I leave it turned on with the probe in my refugium. I spent around $85.00 on it.
If you are topping off with cold water, that can cause a parasite outbreak. (I found out the hard way)
I have a yellow tang that has been in my tank for over a year now and it started getting "white spots". I added a cleaner wrasse and he did his job. Very inexpensive.

It can be caused by a number of things. phophates being one of them. A cleaner crew, frequent small water changes may help, but it wont go away overnight. Remove as much as you can physically if possible. Last resort use Chemi-Clean.
Old or brand new lighting is another cause or even something...
If he is zipping into his tube he is probably healthy. Another way to feed it would be to turn off any PH that is on and SLOWLY squeeze the turkey baster so that the food falls on him.
Of course thats only my opinion...I could be wrong.
