Stable salinity and water temp will be your biggest factor in a smaller tank like that. Also make sure you have a good piece of LR for the mantis shrimp to hide in so that it's not over stressed.

Just turn down even more. It just sounds like you have a lot more light than needed. Try at 40 and see how they react
