I add the Geltek anti-parasite food to algae wafers. Add a few drops and allow it to soak in, then add a few more drops until you have done 8-10 per wafer. Should work the same for sinking pellets. Feed medicated food to the other fish at the same time.
Very clean water, Pimafix and Melafix are my fin-regrowth trifecta. They may not grow back to the same size or shape but the fish will be able to get around better.
If you are worried about acclimating you could mix the water from the two tanks. You can either take water out of your ten and replace it with water from the 75, repeat, repeat... or you could put him in a bucket with an airstone with his water, then slowly add water from the 75.

That doesn't look like a molly. It's a lyretail swordtail. Females will have similar extended fins but lack the large swords on the caudal fin. They can be difficult to breed because the male's gonopodium is elongated as well.
Two males will probably not get along, especially in half of a 10 gallon tank. You should consider replacing one with a female (or add 2-3 females). They are more territorial in smaller tanks so a heavily planted 75 would be a good home. In my experience, flagfish only pick on smaller fish.
