You got it ZxC. Do sand and DIY root tabs. I highly recommend Nymphaea Rubra. It is not commonly said to be a beginner plant, but it is very easy IMHO. Salvinia Minima is very nice, I also recommend amazon swords. What are your water parameters?
If you took out angelfish, a huge shoal of cardinal tetras would be an impressive sight. They are very gorgeous, and less demanding than angelfish. Dwarf cichlids are also very beautiful. I would get Bolivian rams if I was you.
Yes, a sump. But you would have to do it a very special way I think to completely conceal it. You would have to drill the bottom of the tank and cabinet to run the water lines. It would be kinda risky IMO, but I THINK it can be done. Otherwise you have to use an overflow.
