Personally I'd buy the betta from the place with the healthiest looking selection, and from your discription I'm guessing it's your LFS.
You could probably get a way with a few neons or other small fish in the tank with him. As for plants, I have no idea.

Are there any types of fish that I should avoid? The only ones I know to avoid for sure are semi-aggressive and ones that nip fins. Are there certain kinds of non-agressive fish that a betta might attack?
My betta caught ick and now his fins are all ragged. Is that a normal side effect from ick or does he also have fin rot? Now that he's over ick he's back to his usual self except for the ragged fins.
