I mean Im not sure really whats going on either, thats just my assumption that the tanks filter wont let it cycle? For months its all been at zero and I've also got the water checked at petco and petsmart, they say the same thing

Im not so sure, I dont know how well theyd do with cories but the tetras and beta should be okay since bettas tend to stay at the top of the aquarium and and shrimp normally try to search for food on the bottom. Id look into their compatability with the guedeons, they might be trouble.
