Oh. Okay. between the cover of the tank and the water there is only like an inch. if I put a fake floating plant will that be enough room?

I installed a filter, I changed the water in the tank, and I got a pH neutralizer. I just checked the pH and it was still high. it was 7.6. the water is very clear but there is still foam at the top. someone please help:(:confused:
