filling spaces
i'd leave the spaces open so the smaller fish can have places to hide. and soak the cement board in a tub of water for a week or two and do water changes like every other day to leach out any bad stuff
just don't add any chinese algae eaters... they will attack the cory's, they will try to eat the slime coat on the cory's.... i have had to rehome a CAE just the other day because it would not leave my Cory's alone, would chase them constantly.
filter
The filter does create a lot of current also... could be wearing out the little fish. I have not tested the water, but it is crystal clear which means nothing.... I'll put a smaller filter in and shut off the 55 at night so there wont be so much of a current... and will test the water in...

seems that every morning when i go to feed my community fish, there will be like 4 or five dead one's on my filter intake. the filter is a Aqueon 55 the tank is a 45 tall. Could the fish be running into the intake at night while in sleep mode? can i put a sponge of some type that wont...
Crawfish... Shrimp... since it's a 10 gallon, you might want to get a bottom feeder that has a max growth of around 3 to 4 inches.

Never put air stone under the sand, all that does is make sand go everywhere. put the air stones above the sand inside a shell or something... just off the sand, that could be your cloud problem. The Fluval, remove the carbon... and put more Biomax Bio Rings in it's place... don't really need...
you can put in more smaller fish than you can larger fish... full grown 3" you can have alot of pretty fish. i have a 100 gallon and have four fish that will soon out grow it... oscar, jack dempsey, green terror and a featherfin cat... will need a 150 soon!
